Cobbler is a deployment tool for provisioning machines (ie, bare bone installation for PXE) 
Testing RPMs are currently available from http://dev.centos.org
Please leave feedback at http://bugs.centos.org/view.php?id=2124 in order to move these from Testing to Extras.
